Sir Howard Davies is a British economist, professor and author.

Howard was deputy governor of the Bank of England from 1995-97 and was the first chairman of the UK Financial Services Authority, from 1997-2003. He was chairman of the Phoenix Group and, until July 2015, chaired the UK Airports Commission. In 2015 he was appointed chairman of The Royal Bank of Scotland Group (now NatWest Group). A previous director of the Confederation of British Industry, he was director of the London School of Economics and Political Science from 2003-11. He has been Professor of Practice at the Paris Institute of Political Science since 2011. He joined the board of the Royal National Theatre, where he was chairman of finance for 4 years and was appointed chairman of the trustees of the London Library in 2015. He is the author of a number of books on the economy, banking and regulation.
